Cloning Windows VMs

I would to create ten Windows vms on my xcp-ng host for users to rdp into. They will be domained joined can I create a base vm with apps and updates and clone it with unigue ssids?

You should look into using Sysprep, with it you can create a generalized template and specify domain join credentials for joining each new VM.

Should the XenServer VM Tools be installed before or after Sysprep?

Preferably after, since the PV drivers contain some VM-specific settings that may be wiped by Sysprep.
