    Users cannot modify topology settings for VM's

      Hi,

      i created a test user with "user" permissions.
      I then created Resource group "test" and gave it access to pretty much everything.

      Issue is, now when test user creates a VM, it can set vCPU during VM creation, but cannot set Topology, so if i set 4 vCPU, the default topology is set to "4 sockets with 1 core per socket", which really is not desirable.

      The Topology cannot be modified during VM creating by user or afterwards from Advance tab.

      Is there a fix for this or can i somehow possibly change the default behaviors of how topology is set instead?
