GPU passthrough AMD Radeon RX 5600 XT Connection Issue

I have setup the mxgpu and connected it to a VM. Installed the drivers. I ran the PassMark lost 20% then rebooted the VM. This is the only VM running in this Box. The GPU does not reattach until I reboot the Box.
What am I missing? No changes are made just a VM reboot.

@zxcp As of right now I am assuming it is because I kill the VM shorter than normal.
