Host CPU always hovering around 50% -- almost like 1/2 isn't being used?

running a dell 730 with dual Intel(R) Xeon(R) CPU E5-2680 v4 @ 2.40GHz / 128G memory / RAID60 | 18 running VMs mostly network oriented traffic.
All is working, but seems sluggish noticing that generally the overall host load CPU is around that 50% mark always...Almost like 1/2 of the processing isn't being used.
a few of the vm's are user interactive (e.g. www, a couple of light database)-- but those aren't as snappy as the previous VMware system on a older cisco c240 (using 2680 CPU's)
Am I missing something?

We'll need more details on your setup to better guide you. How did you migrate these VMs? What OS are involved? What templates were used to create the VMs?

@Danp It is quite a varied basket. All VM's are linux. Some VM's migration directly from vmware, some were imported vmdk, some were OVA's. The several Ubuntu VMs used the Ubuntu template, some of the other's were AlmaLinux 8. Most were modified in the Advanced settings after the VM was up and running.
All have CPU weight at 256. Hyperthreading and Turbo are all enabled.
