error when test HA

i am getting this error when i ma trying test HA for pool what's included 3 Hosts when i am trying reboot host what's not Master :

This is a XenServer/XCP-ng error

and another hosts error:

HOST_NOT_ENOUGH_FREE_MEMORY(OpaqueRef:51c07111-cde9-45e3-b8fb-c6a025dbbdc3) This is a XenServer/XCP-ng error

dose there any solution i checked the pool all setting it's good . only one thing still no Licenses

The VMs need to have the guest tools installed in order for HA to be able to live migrate them to another host.

I think there are several possible causes for the other error you received.
