VM Hangs at 86% when starting

When starting an Ubuntu VM, it hangs at 86%. There are no useful logs and this is a repeated issue across different installs with GPU pass through and power cycles. Any idea on why my VM keeps hanging. It causes xenserver itself to halt.

@jp13232 That wasn't what I asked. You mentioned Xenserver, so I wanted to know what version.
