During one of the courses I'm currently studying, I may finally understand feedback from @lawrencesystems and @DustinB.
The XOA for MSP may be multiple data centres (sites), which have their own Pools, Servers, VMs and SRs but one XOA instance. Using ACLv1 or ACLv2 it would then restrict in appropriate cases access and visibility to specified sites, so that one client can't see or perform actions on another's data centre, servers etc. Though account(s) with Sites System Administrator privileges can perform actions on all of the multiple data centres (sites), while Site System Administrator privileges accounts can only perform administration actions on their data centre (site).
So the backups for each site can have their own backup storage repository (though can be configured to go to the same storage). Also each of the backup storage repository for each site, when in XOA for MSP would also have their own encryption key. The structure of the sites will be included in XOA import/export and cloud account backup.
The appropriate backed up data will go to the correct site, based on the site association and/or tag assignment.
