VM not booting after attaching GPU

I am trying to pass an intel arc 380 to a VM running Jellyfin. I hid the card from dom0 to make is usable in a VM and restarted the host. After I attached the card to a VM though it doesn't seem to post. The console is blank, no IP is assigned in DHCP, I checked a physical monitor on the video card, but no display. At this point I am sure something is failing but I am not sure where to start for debugging. I tried a couple different VMs but nothing seems to different.
It is a cisco c240 m5 with a raid 1 for the XCP-NG install and 4 drives in a zpool for VMs. Running 8.3
