Hello. according official site free version of XO is support Migrate.

@ivan there isn't a licence restriction on the XOA end, can you specify exactly what runs on your hosts?
XenServer 7.2 might have licence restrictions.
Destination host you didn't specify if XCP-ng or Citrix Hypervisor? -

XenServer 7.6(my mistake) is unlicenced.
Destination host is Xcp-ng 8.2
VM that I'm trying to migrate is located at the XenServer 7.6.SRC host

xe vm-param-set has-vendor-device=false uuid=4115551a-ecfe-bb1b-668a-feb73cc7e290
but still has the same issue. and I've tried to create VM from scratch at the xen 7.6(not commercial) and migrate, but that that vm didn't migrate as well. -
And you have the exact same issue? Are you sure you are modifying the right object?

How do you try to migrate? Is the VM offline?

Can you try to boot it, and then migrate?
Or just boot it once, then shutdown, then migrate?

So I took some time to read the error in details.
It's a problem/bug in your current XenServer 7.2.
Indeed, in 7.2, they locked Xen Storage Motion feature as a paid feature. So you can't migrate a VMs with its storage to another SR/pool, unless you pay for it. The message is pretty clear:
