100% load in XOA, but none in DomU

Hello,
I am using a RHEL 8.4 clone (PHVM) and I recently start seeing full load on all assigned cores with XOA or xentop for that DomU, but none of this load is created or visible inside the DomU. Of course, reboots and/or migrations of that DomU did not fix it so far.
What to do?

Oh okay, so you are seeing load on a VM, regardless the tool you use (XOA or xentop), right?
What are you using to check the load inside the problematic VM?

@olivierlambert Yes, both xentop (on Dom0) and XOA report full load on all vm-assigned cores. Inside the DomU, there is an overall long-term load (using top) of <0.01 across all cores.

@olivierlambert btw. installing the MA, makes no difference still full load in xentop or XO, but none in the DomU:
