Does going through xsconsole make it safer for running VMs or is this the same as plain shutdown?

What happens when I do it like this
xsconsole
Reboot or Shutdown
Reboot Server
Will XAPI try something like migration or is this like shutdown -h
on DOM?
Note: I have only one host.

I think this error should say:
.keeper_uygbivt5lv
on remote <whatever the remote name/address>
NFS is mounted but XOA cannot write to mounted dir.
This happens in NFSv4 as default when sec=sys
on NFS server (that is the default).
