Bug or feature?

I apologize if I chose the wrong place to ask.
I have run into a situation I don't understand - is it a bug or a feature? A user with the "Operator" role can, for some reason, change a VM's VIF Rate Limit. In the documentation it seems to say they shouldn't be able to do that.
So I'm trying to figure out - should I report this as a bug (where?), or is it intended behavior (and if so, why)?

@ufm Thanks for the report. With the current implementation, it seems to be normal. Could you show me where it says that in the documentation and we'll discuss with the team whether it should be changed or not. Thanks!

OperatorAn operator can make everyday operations on assigned objects. For example, on a VM:
eject a CD insert a CD (if he can view the ISO storage repository) start, restart, shutdown, suspend/resume itAll other operations are forbidden.
[...]As I understand it (I may be mistaken), changing the "Rate Limit" is already a configuration change and should not be available to an Operator.
