I was running a Server 2019 on Xen. I restarted it and now it's been stuck in this infinite boot loop and it won't get past the loading screen with the Windows logo. It just goes to that, restarts again and then repeats. I can't figure out what could have caused it. Everything was working fine prior to that and I only restarted it. It wasn't even a hard reset directly from Xen either, I was remotely connected to that VM and restarted using that.
There's nothing generated in the logs either. Just that VM_STARTED and that's it.

Try to boot in safe mode then.
