Updated Permissions Matrix for XO documentation

Hey all,
Would like to get your input on this XO permissions matrix that expressly list what permissions are available for each role.
The Roles documentation is a bit lacking, so I figured I would start outlining what permissions are granted for each role.
Let me know if I'm missing something.

Thanks for your recap, however:
- ACLs will be massively revamped in the future (but it's already good to have a view at the moment)
- I'm not sure about the viewer permission regarding VM console

I converted that to a Markdown, I did however lose the header column (wasn't really sure how to do that).
Anyways let me know what you think, and the Viewer permissions I really wasn't sure what else would be granted, seems like its only meant to generate reports from XO for a given system/host.
