GPU passthrough not available at 8.2

i remember it works without problems some time ago. But now i need 8.3, or did i miss something?

both buttons enable\disable generate same log with pci.disableDom0Access.

PCI passthrough UI only works in 8.3, but it works on the CLI regardless the version.

maybe better to hide this buttons then? Yes it tell me already, but i still remember how it work at 8.2)

We can make the message clearer, but we advertised multiple time that adding PCI passthrough UI required XAPI changed only available in 8.3
