Is the entire XCP-NG team employed by Vates?

For main XCP-ng code contributions, directly (employee) or indirectly (consultant), yes.
Only XCP-ng center is only community maintained by @borzel
However, XCP-ng wouldn't be possible without its great user community, for feedback, tests, spreading the word etc.
We always love to have external code contributions, that's why our wiki is very detailed on how to contribute and build XCP-ng from scratch (unlike Xenserver for example): https://github.com/xcp-ng/xcp/wiki/Development-process-tour
